Bataan Representative Antonino “Tony” Roman III has filed a bill seeking to amend the Philippine Innovation Act (Republic Act No. 11293) to formally recognize the use of artificial intelligence (AI) in public sector innovation as a national priority.
The proposed measure aims to integrate AI and data science into government service delivery and policy-making. It seeks to strengthen the role of the National Innovation Council by authorizing it to fund AI-powered projects such as digital twins, data analytics, and natural language processing. These efforts would be supported by the Innovation Fund, especially if they demonstrate clear improvements in public services and governance outcomes.
Rep. Roman said the amendments are in line with the government’s digital transformation goals and the public’s call for more efficient, transparent, and citizen-focused services. The bill builds on the existing structure of the law without adding new bureaucratic layers and encourages strong partnerships among government, academe, and industry to pilot scalable, tech-enabled solutions for better governance.
